    This paper, according to industrial economy and regional economy theories, applies factor analysis and SPSS12.0 software to select four factors to analyze their industrial structuretransformation capability in 20 resourcesbased cities in western five provinces, and compares their velocities and directions, and shows that Ordos and Jiuquan cities rank top, and presents suggestionsand approaches to upgrading industrial structure transformation in resourcesbased cities according to their features and status.

    Coal is non-renewable resource, so it is an unavoidable choice for China,s coal cities through economic transformation and industrial transformation to a sustainable development. Ecologicalparks of coal industry and coal chemical industry is a selected means for Shanxi,s transformation. Pu county owns abundant coal resources and coal enterprises, making it advantageous in developing coalchemical industry. This paper, based on its developing mechanism and products direction, suggests to establish a leading industrial chain based on 5 million tons washing coal and fine chemicals, andpresents a planning of integration of coal-power-chemicals and suggestions constructing coal chemistry eco-industrial park on sustainable development.

    This paper, based on world natural gas reserves, expands the exploration and utilization status of China,s natural gas and the trend, and presents approaches. China is abundant in natural gasresource, but there are many issues in its development and utilization. The production is lagging behind the demand, which is a conflict. The natural gas has a small proportion in energy consumption, whichis mainly used in chemicals and power departments. Approaches to natural gas are presented as intensifying exploration, speeding up infrastructures in transportation, restore and utilization, setting up natural gas laws, etc.

    This paper uses 2002—2008 data and panel data mode, coordination calculation to study the coordination between energy consumption and economic development in northwestern five provinces, withresults showing a mutual coordination among economic development, energy consumption and energy efficiency, but facing loosing coordination or basic coordination stage sometimes in Ningxia, Xinjiang andQinghai, and in developing coordination stage in Shaanxi and Gansu. This paper presents suggestions on raising energy efficiency under a leading of enterprises and a supervision of government, adopting the transferred industries from eastern, and developing the clean energy, which can promote the coordination between energy consumption and economic development in northwestern five provinces.

    The “Twelfth Fiveyear Plan” gives a new objective to optimize China,s energy structure that the proportion of natural gas consumed will be raised to 8% from 4% at the end of the “Eleventh Five-year Plan”. Coal-bed methane, as an unconventional gas resource, will be industrialized quickly. This paper, based on a view of industrial development, uses Michael Porter,s diamond model to analyze China,s coal-bed methane industry from productive elements, demand conditions, supportive industries,industrial competitiveness, governmental administration and opportunities & risks, and summarizes strategy to China,s coal-bed methane resource industry in the “Twelfth Five-year Plan”.

    Industrialization and urbanization speeds up a fast copper consumption, leading to an imbalance in domestic copper supply and demand. The scenario analysis as an integration of quantitative andqualitative analysis has been widely applied in predicting ore resources consumption. This paper uses scenario analysis to predict China,s 2020 copper demand and presents suggestions in mitigating gap incopper supply and demand. The prediction from “middle scenario mode” is consistent with facts, indicating the gap is still severe. It is suggested that the copper supply can be increased from investingoverseas and exploring internally. The “high scenario mode” and “low scenario mode” are also of significance, which can be avoided from adjusting industrial structure and reducing GDP energyconsumption level.

    This paper attempts to establish coordination between regional mining economic advantage and reserve advantage, and development strength mode of ore resources, and evaluate the coordination among 31 provinces in 2008, and discusses the strategy in those not coordinated areas. B1 category area, with regional mining economic advantage bigger than reserve advantage with larger developing strength,shall be using the foreign ores to construct the manufacturing industry in coastal areas and setting up benefit compensating mechanism. B2 category area, with regional mining economic advantage smaller than reserve advantage, shall boost exploration, clarify the situation, extend the industrial chain, and add values to products, transfer from a primitive mining to comprehensive utilization, and speed up construction of green mines.

    Mine lands are a combination of land management and ore resources management and a key component in land and resources management. Mine land intensive use is of importance in economizing and protecting farmlands. This paper, based on references, analyzes the definition of mine lands, features, supply scale, mining destroyed land scale, and presents the connotation of mine land intensive use, occupying less land, restoring farmland, quick rehabilitation, and approaches in planning, saving lands and reforming from exploration, mining and closing mine.

     Measurement of consolidation potential of rural residential lands is a basic planning. This paper, based on 30 villages in Jincheng city, summarizes the characters of the rural residential lands, of which 10 factors are selected to classify the consolidation potentials into three categories, 10 villages belonging to onefamily  with  more  than  one residential lands category, 33.33%, 12 belonging to oversized land area, 40%, and 8 belonging to increased planning index, 26.67%. This factor analysis has been proven scientific and rational in classifying land consolidation potentials.

    As China,s economy goes fast, carrying out the discipline development of land and resources management, and speeding up the relevant personnel training, has become an important means for solution of resource bottlenecks in China,s national development process. Through the literature review, statistical analysis and other methods, this paper discusses the necessity and feasibility, the main issues and challenges of creating such disciplines, as well as their basic connotations and characteristics, and concludes that land, water, marine, and mineral resources should be targeted, and the natural resources, management, economics, operations research, and IT science should be used as a guide within the development of these disciplines. And it should form a discipline group, as the core set of national laws, economic and administrative system as a whole, which will promote the effective management, the optimization of spatial allocation and sustainable use of land and resources.

    Recently, as electronics and automobile industries go fast, China,s tin production has been over operated. Since 2004, China, holding a share of less than 30% tin resource globally, has contributed 40%, leading to a falling in tin reserve. China,s tin industry is facing many issues, poor comprehensive use, low recycling use, irrational industrial structure, and direct export of raw materials, etc. This paper compares the tin production with other countries, suggests on governmental macroscopic controls, exploration investment, exploring overseas, tin production consolidation, recycling industrial mode, optimizing industrial chains, detailing export items, so as to guarantee China,s sustainable development of tin production.

    The land sustainable utilization becomes a hot point. It is a land research frontier to establish index system in evaluate the land sustainable utilization and to apply it in practice. This paper uses entropy method to study Huludao,s land sustainable utilization, and shows that 2003-2009 was the beginning and had a rising trend in resources, environment, economy and society, implying a big potential. This paper presents suggestions for the future land sustainable utilization in Huludao in forestry construction and eco-environment, developing coastal cycling economy, boosting land development, rehabilitation and consolidation, and controlling popular growth.

    This paper analyzes the characteristics and developing constraints of Sichuan,s winter tourism market and presents approaches to promoting a healthy winter tourism market. Based on 2004—2010 tourism data in Sichuan Tourism Website, Sichuan,s winter is a bottom in the whole year for tourism. The inbound tourists in winter are mainly from Japan, the USA, Singapore, South Korea and Thailand, amounting to 56.06% of the total inbound tourists. The average staying time per person is 1.78 days, lower than other seasons, descending but spending more. The domestic tourists are mainly from Sichuan, Guangdong, Chongqing, Beijing and Shanghai, amounting to 72.42% of the total domestic tourists into Sichuan, with Sichuan,s tourist as the most. The average spending per person is lower than other seasons and fluctuates. The climate, poor winter tourism products and lack of winter tourism market study limit the development of Sichuan,s winter tourism market. This paper presents approaches.

    Based on the observation and study of the samples of 3#  and 15#  coal seams in ten coal mines in the south of Qinshui Basin with optical microscope and scan electron microscope, the authors expound the characteristics of coal microfracture and its correlations with coal maceral composition. The study shows that the fractures are commonly present in both 3# and 15# coal seams. They are more developed in 15# coal seam than in 3# coal seam, but some fractures in 15#  coal seam are filled. Fractures, including endogenic fracture and exogenous fracture, are mostly developed in vitrinite, among which telocollinite is primary and desmocollinite the second. In inertinite, fractures are primarily developed in fusinite and are mainly of tensional fractures. Endogenic fractures are not developed in inertinite of high rank coal. The fracture is controlled by coal maceral composition in the procedure of coalification through the release of water adopted in paludification, the combined action of composition structure and generated gas, and mechanical behaviors.

    Fengyang Mountain geopark and its vicinity are abundant in geological heritages of rare values in science. This paper aims at exploring its developing potential, and discusses its tourism geological values from its geological settings and cultural background. Its unique karst cave heritages, karst terrain heritages, paleontological heritages, hydrological heritages and volcanic heritages are rare in eastern China, where is also one of key regions in researching Precambrian and Neoproterozoic strata comparison in southern/northern China. This paper presents suggestions in planning Fengyang mountain geopark where is a good place for people to understand the earth and the nature.

    Rural residential land replacement is an effective means in land intensive use and is an approach to the insufficient land use index and irrational structure. This paper, based on Houma,s rural land survey data, evaluates their terrain, transportation, urban environment and economy, sets up an index system to mark the replacement potentials, and uses system clustering to calculate the comprehensive values, which is employed to divide Houma,s rural residential land replacement potentials into three hierarchies and three zones, and determines the construction land use standard per capital for each hierarch village in 2010 and 2020.

    The sustainable utilization of urban tourism resources plays a key part in the sustainable development of urban tourism, which deserves an evaluation. This paper, based on references and experts,opinions, establishes an index system to evaluate the sustainable utilization of urban tourism resources, which is composed of four sub-systems in tourism resources, urban environment, social economy and management, and 29 factors. This paper applies hierarchy analysis and comprehensive analysis to study the sustainable utilization of urban tourism resources in southern Jiangsu,s five cities, with results showing that their urban tourism resources are basically in a sustainable utilization stage, which provides reference and effective way to evaluate the sustainable utilization of urban tourism resources, not only for Jiangsu,s five cites.

    This paper, based on a case study on Bazhou area, analyzes the industrial development features of Tahe river stream, and studies the economic-environmental effect induced by ore resources development, and concludes that mining industry contributes above 50% to the gross economy yield in 1995—2009, with a rising trend. The oil & gas and nonmetallic mining is the leading industries in Bazhou. Mining industry needs larger employment, and mining units have stronger concentrating capacity and contribute over 40% to the fixed asset investment. Mining industry increases with waste water discharge and sulfur dioxide emission. Mining tax is a vital part in Bazhou,s local tax income, but its economic effect has not been fulfilled, leading to descending potential. Ore resources shall be effectively used and extend its chain to promote a concerted development between ore resources development and economic protection.

    Carbon Dioxide Sequestration Technology in deep coal seam is regarded as a typical case in reducing emission and impelling methane out from coal seams, increasing the coal bed methane production. However, the research on the deep coal seam reservoir has little advances, leaving many technical issues to be resolved. This paper expands the status of carbon dioxide sequestration in deep coal seam, summarizes the four technical issues, including fluidsolid coupling issue, carbon dioxide ultracritical absorption issue, sequestration safety issue and geological engineering issue, and presents hints to these issues. It is suggested that further testing data and stimulation is the technical solution. A concept of establishing an evaluation system in carbon dioxide sequestration technology is also presented.

     Land use division can reflect the regional variance in land use and is a key part in land use planning, and is a vital means in land use controls as well, which makes sense in making a right land use direction, determining land use structure, raising land intensive use and promoting regional coordination. This paper reviews the concept, connotation and scale of land use, and expands the three categories of land use division, based on a case study on Bengbu city, Anhui province, and applies land use synthetic division mode and land use functional division mode to study land use division and spatial controls during municipal land use planning.

    The national unified conversion coefficient by hierarchy provides a scientific basis for requisition-compensation balance. This paper, based on variable conversion scales, concludes that the conversion coefficient shall be based on national hierarchy which uses the fifteen farmland hierarchies and their upper crop production limit, presents a regional plan of farmland requisition compensation balance, and determines their trans-regional applied steps.

    This paper, based on a comprehensive survey and investigation of the regional geological tourism resources in Miaoqian, Changning city, demonstrates the feasibility of the application of Miaoqian national geopark and explores the measures to protect its geological tourism resources, and concludes that the establishment of national geopark will contribute to the planning and construction of provincial Miaoqian geopark, be helpful in education, research, and broadening Hengyang,s tourism market and increasing scientific level, and link Hengyang,s tourism northern to southern outlooks.

    This paper compares several theories in clustering development of resources industry under governmental controls, and concludes that the resource industry needs external controls due to its outside non-economy, whose importance, uniqueness, environmental uniqueness, outside non-economy, and special straits necessitate governmental controls. They are embodied in optimizing outside environment, regulating marketing behaviors, establishing agency services, setting up circulating mechanism and constructing laws.

    It becomes a common sense to save energy & reduce emission and to construct environmentfriendly society. In order to reach this objective in copper industry, this paper analyses the copper industrial chain and its issues, systematically incorporates the materials, power, water, technology and information according to the processing flowchart, makes materials, energy and wastes recycled by steps via non-materialized designing. The each point in the chain and each processing steps inside plants are modified ecologically, which has been verified by Jiangxi Copper Group. The ecological low-carbon economic developing mode can be reached through scientific designing, modifying, intensifying management and innovation.
