    Most resources-based cities have experienced a process of combination to separation of government-enterprises; however, a combination in management still exists in some cities, marked by a complicated relationship among central government, local government, state-owned enterprises and private enterprises in resources-based cities. This paper, based on a case study on Panzhihua City, analyzes the conflicts of state-owned enterprise in taking social responsibilities, offsetting deficient urban construction, developing regional economy and maintaining social stabilization among the above-stated four units, and presents some approaches, aiming at providing a reference for governments and enterprises to make policies and strategies.

    One of hard points in transformation in mining cities is to rearrange large quantity of labors, which relates to many millions people’s benefits. The key approach to transformation in mining cities is how to transfer workers in the existing industries to new industries, how to ensure a social stability and how to promote a sustainable development. This paper based on a case study of Dongying city analyzes the main issues in labor transfer in petroleum industry and presents some suggestions.

    This paper, based on a summary of land utilization division worldwide, analyzes the major issues with regard to land utilization division in land management in China, including a poor theoretical study on land utilization division, a nonstandard classification, incomplete system, and a lagging technical method. As land management policy varies in regions, land utilization division becomes increasingly important, which necessitates a thorough study. This paper discusses the contents and principles of land utilization division, and presents some suggestions for the future land utilization, offering assistance in land utilization division adaptable for China’s situation.

    This paper, based on a bottleneck in three rounds of land utilization planning, discusses the major issues in the existing land utilization planning system, including: (1)incomplete and unclear planning system, (2)ambiguous tasks between different levels, and (3)a small link to trade planning and division. A preliminary framework regarding planning system construction is presented at three levels in land planning, land utilization planning and land utilization special planning with their internal structures and guidance, aiming to provide a reference for establishing land utilization planning system in China.

    This paper makes a case study of Xinghua city, determines land utilization division indexes in location and function based on macroscopic land utilization, agricultural lands, construction lands, and unutilized lands, applies cluster analysis to divide 34 towns within Xinghua city into 4 divisions: western ecological maintenance zone, urban core functional zone, southern key construction zone and central modern agricultural zone, which can provide a reference for the sustainable growth of lands and harmonious social and economic development in Xinghua city.

    Urbanization and the third industrial development is an interactive progress. Based on this, the paper analyzes the evolvement of the third industry and population urbanization in Xinjiang from 1979 to 2005, including the relationship between population urbanization and the total yields, components, yield per person of the third industry, indicates that the third industrial development has a strong pushing to urbanization, and that urbanization rate is largely related to the third industry yield per person. Xinjiang government should enhance adjusting industrial structure, optimizing the internal structure and directing a harmonious development between urbanization and the third industry.

    The ancient villages are a vital type in cultural heritages and a consequence of human’s wisdom and natural environment bearing important historic, artistic and scientific values. There are more than 30 ancient village sites in Mentougou area, western Beijing, which has been developed or are developing for tourism. This paper, based on a case study of Chuandixia village, analyzes its heritage resources, discusses the issues in tourism and presents some approaches to sustainable development of heritage tourism in Chuandixia village.

    The plantation in metropolitan suburb is functional in production, ecological service and social guarantee. It is difficult to determine rational plantation preservation in metropolitan suburb for the existing policy based on the rapid urbanization and industrialization. This paper makes a case study of Daxing district in Beijing where is developed in economy, establishes three prognostication models for plantation preservation quantity based on reservation method, provision needs method and regressive analysis, which are employed to prognosticate the plantation preservation quantity based on some supposals, and presents some approaches to plantation preservation quantity.

    The general urban planning is a major driver to the land price. This paper based on a case study of Tanghai county in Hebei applies spatial analysis, land price model and relativity method to study the spatial-temporal evolvement of urban land price driven by general planning, reveals a rule of planning on land price that a rational planning is helpful to increase urban land yield, achieving a highly efficient and intensive urban land utilization.

    Urban land price assessment becomes a key means to manage land resources as economy speeds up. The diffusible factors and the shortest path calculation of each point in grading region are bases for urban price assessment. This paper, based on division calculation, applies A Algorithm in urban land price assessment to look for the optimal path by means of 8-directional algorithm and to calculate its length, and establishes a double-layer model to increase the implementation efficiency.

    This paper introduces the updates in the benchmark land price in Yantai city, and analyzes the benchmark land price levels of commercial, residential and industrial lands, calculates some internal structural ratios including same-level-all-type land price ratio, all-level-same-type land price ratio, reveals the major issues presently in the benchmark land price modification system, i.e., lack of leveled capacity correction ratio and industrial land capacity correction ratio, and presents some suggestions to improve the calculation.

    Yunyang county is located in the core zone of Sanxia Reservoir with a complicated terrain, making it typical in its land utilization. This paper makes a case study of Yunyang county, analyzes the present status and historic changes of construction land utilization, selects 10 counties (districts) including Wanzhou district, Liangping county and Fengdu county as comparison , and evaluates the economic efficiency levels of construction lands in Yunyang, and finally presents some approaches to intensive utilization of construction lands, offering a reference to economize the construction lands and enhance their intensive utilization, and to ascertain a direction of land utilization.

    This paper, based on land utilization loading, coordination, contribution and management performance, establishes an index system to evaluate intensive utilization of urban lands, and by means of Delphi method to determine the weights, evaluates the intensive utilization of urban lands in Nanchong, Suining, Ziyang, Neijiang, Guang’an areas, with the results indicating that a transition from low utilization to an appropriateness, and presents some suggestions.

    This paper, based on a perplexing concept of basic farmlands, garden lands and wood lands due to agricultural adjustment, aims to clarify the definition of basic farmlands, by means of data review, theoretical study and logic analysis. The results indicate that the existing definition of basic farmlands can not meet the needs of practice, so it is necessary to redefine the basic farmlands, which shall not be occupied in a time or long term, well equipped with irrigation works, and can be altered or be excellent plantation, and its extension is a production base where can provide food and industrial materials, and its scope is enlarged to include garden lands besides other agricultural lands.

    Mineral resources have limits and are never recovered through their circulation, so it is important to take a scientific management. This paper illustrates the present two mineral resources management systems, land ownership system and mineral resources ownership system, expands the present status of mineral resources management system, analyzes the emerging issues and the worsening contradiction between mineral development and management under the existing mineral resources ownership, and presents some suggestions that mineral resources management system shall have more forms and incorporate land ownership system and mineral resources ownership system.

    Through site survey and data review, this paper assesses the implement effect of land utilization general planning in Haidian district, presents some noticeable issues and approaches during the new round land planning to the contradiction between population and lands.     This paper, based on a summary of coalbed methane industry worldwide, discusses the features and development models of several different coalbed methanes. There are two main models to develop coalbed methane in primary reservoirs and in coal mines, of which the former one can be divided into two types: vertical shaft and horizontal shaft; and the latter into three types: underground extraction, surface extraction and integrated coal-gas mining, offering a reference applicable for developing different coalbed methane.

    This paper, according to land utilization change survey during 1998 to 2004, applies land utilization dynamic model and land utilization comprehensive index model analyzes quantitatively the land utilization change, and studies the induced ecological service value with the results indicating an outstanding change in land utilization structure, which means an increasing land utilization extent followed by a decreasing ecological service value. This paper suggests that a sustainable development of land utilization in Jingzhou shall be based on high land utilization efficiency and a good ecological environment.

    The natural gas industry depends largely on gas demand, which is greatly dominated by economic growth and populations. According to GDP and population, this paper applies multi-trend theory to establish an optimal prediction model between natural gas demand, GDP and population based on an optimization fitting, which is employed to predict the future natural gas consumption to some reliability.

    Culture plays a key role in developing tourism resorts. This paper, based on the underdeveloped cultural resources in tourism resorts, makes a case study on Shen’s Garden in Shaoxing and presents four suggestions to utilize and develop tourism and cultural resources: to rootle cultural connotation, to expand cultural industrial chains, to enhance cultural spreading and marketing and to establish a cultural trade mark, aiming at providing a reference for this kind of resorts.

    This paper, based on an experience economy theory, illustrates that the essence of tourism product is experience, presents that the special tourism resources are a vehicle for experience tourism products with a combination of resources, products and market.     Under the Plantation Occupancy-Compensation Balance Policy, the total yield capacity of plantation in Jiangsu province is descending due to the gradually consumed plantation resources during urbanization, so the major measure to guarantee provisionment is to increase plantation utilization efficiency. This paper, based on yield efficiency coefficient, consumption harvest coefficient, pollution substitute coefficient and utilization intensive coefficient, evaluates the plantation utilization efficiency, analyzes the contribution ratio of agricultural components to yield capacity and attains some measures to increase plantation utilization efficiency.

    Fushui gold deposit is hosted in the Ordovician impure carbonate rocks with its mineralization jointly controlled by EW striking and NW striking faults. The fracture zone has undergone silicification and hydrothermal alteration. Disseminated gold are invisible by naked eyes or under optical microscope. This paper, based on a comparison between Fushui gold deposit and major ones alien, discusses the genesis from gold occurrence, isotope and geological features.

    This paper introduces the design and construction of retaining structure for deep foundation pit at Huayuandonglu Station of Beijing Subway. A water leakage which took place in the west part triggered a revised retaining structure made of sprayed pile, cast-in-place pile and steel-supporting system, successfully resolving a deep-pit construction problem nearby river so that attaining a good safety and economy, which provides a reference for such similar projects.
