    Mining cities are facing a series of serious issues like massive poor, collective unemployment and deteriorating environment, which makes a fragile social system. This paper illustrates the frangibility of social system, establishes an indexes system model to assess the frangibility in five districts in Fuxin city from resources distribution, population structure, education level, sanitation, social order, social guarantee and logistic construction. The results imply a big difference in social frangibility among the districts, first in Xinqiu district, second in Taiping district and last in Xihe district. The paper discusses the major causes of the frangibility in Fuxin city.

    The tourism ecologic footprint is an effective means to measure the tourism environment. This paper, based on the six factors in tourism, food, accommodation, traffic, tourism, entertainment and shopping, calculates the tourism ecologic footprint to be 0.0152 hm2 per person in 2006 and studies the relationship between the tourism and the ecology in Jiayuguan City, which has a deficit in tourism ecology, compared to other regions in Gansu province, a higher energy consumption of tourism and a highly dependence on environment. In the ecologic footprint, the fossil energy land footprint is 59.07%. The traffic footprint is 67.7% and the food footprint is 29.9% from the tourism factors.

    The past historical documents in rural land transfer neglected some informal systems. This paper discusses some informal systems which have a close relation to rural land transfer, such as public ownership, family concept, equalitarianism, centralization, agricultural concept and their influence on rural land transfer, and presents that we should respect the traditional culture and apply the informal systems properly, and combine the both to enhance radically the rural land transfer.

    This paper compares the oil-gas accountant standards worldwide, analyzes the oil-gas production cost, studies the production cost, features, trend and major causes in oilfields based on the historical data of petroleum enterprises, and gives a brief introduction to increasing cost recently. Although the foreign petroleum enterprise’s production cost is climbing, they have some experiences to minimize the cost compared to Chinese enterprises, aiming to offer a reference for the oilgas production management in China.

    The farmlands as a key agricultural resource are a vital base for national crops and agricultural products quality. This assessment of farmlands quality is chiefly applied on agriculture and land policies. This paper by giving an introduction to the assessment history since 1949 and to the main types of farmlands quality, analyzes the major issues, presents that the assessment of farmlands quality shall comprehensively take into consideration the economy, policies and land pollution, which accordingly need to establish standards and dynamic assessment mechanism at different levels. The final assessments from the farmlands resources administration shall be shared by the public and be applied to make policies.

    Land consolidation is a vital part of land policy to increase farmland area, to enhance the crop production capacity, and to balance the land requisitioncompensation. Following the economic growth in the recent ten years, the land consolidation has gradually turned to  comprehensive objectives from a single one of only increasing farmland area. A sustainable land consolidation has been developed based on sustainability and maximum comprehensive benefits. This paper, from the production capacity, ecological environment, economic viability and social acceptability, establishes an indexes system framework to evaluate the land consolidation, offering a reference for the sustainable land consolidation.

    This paper, by means of cointegration analysis and Granger consequential check, analyzes the relationship between tourism and economic development of Xinjiang during 1990 to 2006 with the results implying that the both have a long-term cointegration, not continuous temporal sequence. Via the Granger Causality Test, the tourism always lags the economic development. There is no consequential relationship between tourism and economic development in a short term, but a balanced consequential relationship in a long term. The international tourism income goes ahead of the internal tourism income in pushing the economic development. This conclusion offers a reference to make policies for tourism in Xinjiang.

    Hangzhou is a very famous city with reputed resorts and historical culture, and possesses abundant geological relic resources, especial the lakes, karst, tides and the Neolithic ancient human being’s relics. This paper, based on the genesis, materials and the dynamic factors contributing to the geological relics, classifies the geological relics into eight types, and expands the typical ones. According to the spatial distribution and combination, this paper assorts Hangzhou into four regions such as Xihu lake, Liangzhu, Lunian and Heshang, and presents some suggestions protecting and developing the geological relic resources in Hangzhou city.

    It is of significance to apply LUCC ecological environmental impact based on ESV to study the new land planning. In Rugao city, the dynamic changes or land utilization during 1997 to 2006 indicates that the big contributions to the land ecological system are waste disposal, water source maintenance, climatic adjustment, soil formation and protection, decreasing in contribution factors. The cause that the ESV fell from 2006 to 1997 is derived from a 〖JP3〗decrease in garden land, water fields, sand fields which are unused. This paper classifies the lands according to their ecological functions into three grades, important, secondary important and normal. MapGIS is applied to draw the ecological function map, offering a reference for the new land utilization planning and sustainable development in Rugao city.

    RS and GIS are a helpful tool to measure the soil erosion, to quickly monitor the dynamic changes in soil erosion distribution and extent. This paper, based on a case study of the upstream of Fenhe Reservoir in Yellow River, applies the Remote Sensing data of Landsat MSS (1976), TM (1990) and ETM+ (2002) to dynamically monitor the land erosion with the results indicating that the soil has been eroded extensively during 1976 to 1990, and turned to a good condition in general during 1990 to 2002, but still worsening locally. It is a big task to maintain the water and soil.

    Seen from the view of sustainable development of lands, the land utilization in Gansu province during urbanization has a few issues: a rapid demand for construction land, a big per capita land area, low land utilization and production, unbalanced urban land spatial structure, unfair land benefit.     Energy is one of necessary productive factors. Its consumption is quantitatively related to the import and export in China. This paper, based on the data from 1985 to 2005, studies the coordinating relationship and Granger consequence between energy consumption and import & export with the results implying a coordinating relationship between energy consumption and import & export, of which export is the Granger cause for energy consumption and the energy consumption is the Granger cause for import.
