Due to the closed mines in resources-exhausted cities, vast social issues such as unemployment in specific area and in specific industry can not be dealt only with the market. Whether the developed countries or the developing ones take some approaches to the issues. The foreign experiences indicate that the key point is to balance the four conflicts shortly after the mines are closed.

In the industrial restructuring process, resourceexhausted cities often run into a comparative advantage trap. It is difficult to achieve optimization of the industrial structure. This paper adopts empirical method to analyze industrial structure and employment structure evolution. It has been found by research that optimizing employment structure is the key of industrial structure development from low to high. In the end discuss the corresponding development of the two structures.

Inner Mongolia Municipality is abundant in mineral resources such as coal, REE, non-ferrous metals, precious metals, and non-metallic minerals including chemical, metallurgical and construction materials, which provide a vita base for economic development. This paper analyzes the supply and demands of major metallic minerals and concludes that lead and zinc have a sufficient supply but need further management to avoid a surplus, that rich iron, chrome, manganese and copper have an insufficiency in supply, needing geological exploration, that gold, which was an advantageous resource, is facing a low resource guarantee level due to a rapid mining and necessitates some new discoveries, and that some abundant metals like silver and niobium need to be improved in development and utilization regardless of their high guarantee level.

The acquisition and anti-acquisition are surging with the developing globalization. In the April of 2007, the CHALCO (Aluminum Corporation of China Limited) as the leader in alumina industry acquired Shandong Alumina and Lanzhou Alumina and successfully was listed in Hongkong, Shanghai and Shenzhen stock exchanges. This kind of acquisition not only embodies the integration as the strategy, but also provides a bigger space for future growth. This paper, aiming at CHALCO’s advantages and disadvantages after acquisition, presents some strategies for CHALCO’s development in the future.

The ecological footprint which was initially presented by William Rees is applied to analyze quantitatively the ecological footprint of Dalian in 2005 with the results indicating that, in 2005, the average footprint is 3.2018 hm2 per person, the average load area is 0.849 hm2 per person. The 3.78 times of ecological footprint to ecological load imply a big pressure over the ecological system, which is an adverse factor for the sustainable development of Dalian city.

This paper, based on 15 soil samples in 5 profiles around a typical development well in the southern Renqiu Oilfield, measures the polycyclic aromatic hydrocarbons (EPA’s controlled 16 PAHs as perference) via gas chromatographymass spectrometry detector (GC-MS), with the results indicate that the soils in nearby the well have been greatly contaminated. The total PAHs declines with depth, and with a peak at 20 cm in depth. The lowring PAHs such as Naphthalene, Fluorene, Anthracene and Phenanthrene and so on have a big proportion, of which the Naphthalene is the most. The PAHs decreases with rings, but the highring PAHs have an increasing proportion towards the well. The lowring PAHs are distributed chiefly at a depth of 0~20 cm and the middlehigh ones at 20~30 cm.

The benchmark land price refers to an average price of different class at normal market, at some specific time point, in different utilization, one fixed year’s volume ratio. Due to some variation in connotation, selection of parameters, means and assessors during evaluating the benchmark land price, it is difficult to compare the benchmark land prices in different locations with big influence over land market, thus necessitating a balanced land price. This paper, based on a case study of Dandong city, illustrates how to calculate the balanced benchmark land price from components and spatial balance.

A high solution analysis was carried out on loess particle at Qidingshan through screen method via SA-CP3 (a granularity analysis instrument made in Japan) and TL chronology, with the results that the loess granularity is dominantly coarse, coarse silt 4~6φ about 26.39~48.33%, a less clay (0.05~2.44%). At Malan, the loess granularity concentrates on two grades, 2~4φand 4~6φ, with coarse silt slightly more than fine sand. At Lishi, the loess granularity is dominantly 4~6φ. This paper, based on a comprehensive statistical analysis on sediment granularity parameters, indicates that there has been a big difference with inland winding loess since the middle Pleistocene. The loess sediment in Qidingshan is derived primary from a nearby source and secondarily from far source.

Currently, the black soil region is facing some problems such as soil erosion and degeneration which largely affect the production capacity. The problems stem from two factors, natural and human, but the latter one is the major. This paper analyzes the natural causes and human causes, and presents some approaches to the black soil degeneration, as of significance to protect the black soil and enhance crop production.

It is of significance to dynamically monitor the mine environment via remote sensing for protecting mine ecology and developing mineral resources. This paper, based on a case study of Anshan mine area, monitors the mine environmental changes dynamically via remote sensing at different time phases and different resolutions. Anshan mine area as a vital energy base abundant in iron and coal resources has been largely mined, resulting in a deteriorating mine environment and becoming a barrier to economy and ecology. This study reveals that during 2000 to 2006 the land utilization types have been changed, industrial and mining areas were enlarged while the vegetation coverage declines and the environment becomes deteriorated, and presents a suggestion to reestablish a ecological environment in Anshan mine area.

The successful Chang-3 drilling in 2006 is a milestone to the buried hill exploration. This paper, based on a high yield of Chang-3 Well, compares systematically the sequences, studies the sequence distribution and the structure in the buried hill, reestablishes an oil-gas reservoir model as Chang-3 buried hill, and reaches a correct understanding of the Wumishang formation oil-gas reservoir geology. 
