京津冀地区污染产业转移可行性评价

FEASIBILITY STUDY ON POLLUTION INDUSTRIES TRANSFER IN BEIJING-TIANJIN-HEBEI

摘要: 以京津冀地区污染产业为研究对象,从产业对环境的污染强度、在京津冀地区的经济地位以及与其他产业的关联程度3个方面,选取污染密集指数、经济地位指数、中间需求率、中间投入率、影响力系数和感应度系数6个评价指标,基于改进的TOPSIS法构建污染产业转移可行性评价体系。并运用该体系,对近年来京津冀地区十大污染产业的统计数据进行分析发现:一个产业在地区的经济地位以及与其他产业的关联程度对其是否能够转移起着决定作用,京津冀地区转移可行性最大的4个污染产业分别是纺织业、金属矿采矿业、石油及炼焦产业以及核燃料加工、食品及烟草产业。最后给出了相应的政策建议。

Abstract: This paper, based on a case study on pollution industries of Beijing-Tianjin-Hebei (JJJ), selects pollution density index, economic position index, middle demand rate, middle input rate, influence coefficient and response coefficient from pollution intensity, economic position in JJJ and correlation with other industries to set up this feasibility evaluation system via the improved TOPSIS, which is used to study the statistic data of JJJ's ten pollution industries. Results show the economic position and correlation with other industries determines whether the industry can be transferred. Four probable pollution industries may be transferred in JJJ, i.e. textile industry, metallic mining, petroleum, coking and nuclear fuel processing, and food & tobacco industry. This paper presents suggestions on this transfer.
